Purpose of the Forum
The Existing Skilled Migrant Forum (ESMF) is being established to provide a unified platform for existing skilled migrants in the UK to:
- Share their contributions to the UK economy and society
- Highlight success stories and achievements in business, technology, healthcare, and more
- Defend the principle of legitimate expectation in light of proposed changes to Indefinite Leave to Remain (ILR)
- Amplify migrant voices in public discourse and challenge narratives that portray skilled migrants as a burden
- Advocate for fair, evidence-based immigration policies that respect migrants who came to the UK under prior rules
This forum is not politically affiliated. It is a community-led initiative driven by integrity, professionalism, and the shared value of building a stronger, inclusive United Kingdom.

There is a confusing question asking whether there should not be transitional arrangements for existing migrants.
To protect your 5-year ILR route, you MUST answer:

Background - Why this forum is important now
The UK Government recently proposed a major shift in immigration policy—extending the qualifying period for Indefinite Leave to Remain (ILR) from 5 to 10 years. If applied retrospectively, this change would impact an estimated 1.5 million skilled migrant workers already living and contributing in the UK since 2020.
This decision has sparked serious concern among the migrant community. Many individuals and families made long-term life plans—including home ownership, education, business investment, and career development—based on the existing five-year settlement promise.
Applying such a change to those already in the UK is widely seen as unfair and destabilising, especially when migrants have followed the rules, paid taxes, supported essential sectors, and built strong community ties.
Moreover, the policy appears to be politically driven, introduced in the lead-up to a general election. It disregards the human impact of policy reversals and undermines the trust migrants place in the UK’s immigration system. These are individuals who have come to the UK to contribute—not to take. They are professionals, innovators, caregivers, and taxpayers who are helping to rebuild and grow the UK economy. It is crucial to highlight the dedication, hard work, and positive impact of these individuals, who are not a burden but an asset to the nation.
The creation of the Existing Skilled Migrant Forum (ESMF) is a response to this moment—a platform to champion the positive role skilled migrants play in British society, and to push back against narratives that overlook their contributions.
Objectives of the ESMF
1. Representation
Give a collective voice to skilled migrants working across all sectors—from healthcare and education to engineering, tech, and finance.
2. Storytelling
Showcase individual and collective success stories, highlighting contributions to the UK economy, job creation, innovation, and public service.
3. Legal Awareness
Educate members about their immigration rights, the doctrine of legitimate expectation, and legal remedies against retrospective rule changes.
4. Community Mobilisation
Foster solidarity among skilled migrants and encourage collaboration, knowledge-sharing, and peer support.
5. Policy Engagement
Engage with government bodies, MPs, media, and human rights organisations to advocate for fair and transparent immigration reform.
